In this case, Rs 20 crore has now been approved for the Govind guru tribal university located in Banswara, which will carry out many development works. It will be inaugurated by Prime Minister Narendra Modi tomorrow, February 20. This amount has been received to upgrade physical, academic and research projects under the Pradhan Mantri higher education Abhiyan “PM Usha”.

The tribal university we are talking about is called Govind guru Tribal University. The vice chancellor of the University, Prof. Keshav Singh Thakur said proposals were invited from universities across the country under PM Usha Abhiyan. The proposal sent by the university has been approved. This amount will increase the academic, research and material resources of the University, which will benefit all the students of ggtu.

The grant amount of Rs 20 crore will be for infrastructure construction, laboratory equipment procurement, lab modernization. Thakur said the prime minister will launch the scheme digitally at the national level on Tuesday. The event will be attended by Distinguished Principal Secretaries, vice-chancellors, public representatives, faculty members and students of higher education from all states and union territories of the country.

This facility will include Smart Lab
Academic block for setting up of five departments which will have all classes, conference hall, departments required for five departments. The amount will be spent under PM Usha scheme for the programme for lab materials, smart lab, full e-facility conference hall, it Lab, furniture, digital and e-learning.

The vice chancellor informed that the PM Usha Yojana aims to make higher education institutions of all the states and UTs of the country more resourceful, more relevant and employment friendly as well as achieve greater efficiency, transparency, accountability and higher level of access, equity and excellence in the higher education system of the state. Why in the discussion?
14 states and union territories have not yet signed a memorandum of Understanding (MoU) with the Ministry of Education mandating the implementation of the National Education Policy (NEP) to receive funding for the next three years under the Pradhan Mantri higher education Abhiyan (PM-USHA).

MoU needs and concerns by states:

Requirement :
The MoU includes provisions for planning, implementation and monitoring, aligning state proposals with NEP for better integration.

The scheme provides flexibility to states or UTs for more effective resource allocation and streamlining of components for activities as per their requirements.

In addition, states can identify targeted districts based on indicators such as enrolment ratio, gender equality and population ratio of marginalized communities.

Concerns:

Some state governments have expressed dissatisfaction with the MoU as it does not address the problem of additional finance to implement NEP reforms.
States are responsible for 40% of PM-USHA expenses, but the said MOU does not provide clarity on the financing mechanism for NEP related changes.

Focus on remote and aspirational areas: Pradhan Mantri uthartar Shiksha Abhiyan (PM-USHA) aims to reach remote, left wing extremism (LWE) affected areas, aspirational districts and areas with low gross enrolment ratio (GER).
